Entering an event is agreeing to the rules: being governed by them, accepting penalties and decisions subject to the appeal processes in the rules, and not taking rules disputes to outside courts or tribunals. Competitors and owners also accept responsibility for their support persons being bound and aware of the rules, and the person in charge of each boat makes sure the crew and owner know this. A national authority may change this rule by prescription for its own waters.
