RRS 2025–2028 · Part 5, Section D

70 Appeals and Requests to a National Authority

A party can appeal a protest committee decision or its procedures, but not the facts, to the national authority, except where the rules deny appeal.

An appeal is about the rules, not the facts. The national authority accepts the facts the protest committee found and asks whether it applied the rules correctly and followed proper procedure. You can also appeal if the committee failed to hold a hearing or decide.

There is no appeal from an international jury constituted under Appendix N, and the notice of race may deny appeals in a few other circumstances (qualifying races that must be settled promptly, some club-only events, and certain events with qualified panels), with the national authority's approval where required.

Appeals go to the national authority of the organizing authority (or where the finish line is, for races through several jurisdictions), following Appendix R for documents and deadlines. A protest committee can itself ask the national authority to confirm or correct a decision.

70.1

A party may appeal the decision or the procedure, not the facts, or appeal a failure to hold a hearing or decide.

70.2

The protest committee may ask the national authority to confirm or correct its decision.

70.3

No appeal from a properly constituted international jury. If the notice of race or sailing instructions say so, and with national authority approval where required, no appeal for decisions needed promptly for qualification, for some events limited to affiliated clubs or members, and for panels constituted like an international jury with two International Judges.

70.4

Which national authority hears it: the organizing authority's, or where the finishing line is for races through several countries' waters, unless the sailing instructions say otherwise.

70.5

Appeals follow Appendix R.
