Nobody with a conflict of interest, and no member of the original protest committee, takes part. The national authority accepts the facts found unless they are inadequate (Appendix R lets it ask for more). It may uphold, change or reverse the decision (including validity and misconduct decisions), order a reopening, or order a new hearing by the same or a new committee. If it decides a party broke a rule and is not exonerated, it penalizes her even if the original decision did not. Its decision is final.
