RRS 2025–2028 · Part 1

2 Fair Sailing

Compete fairly and in a sporting way; a clear breach costs a non-excludable disqualification.

Rule 2 covers unsporting conduct on the water that no other rule quite catches: knowingly breaking a rule and not taking a penalty, hitting a boat on purpose, or sailing to wreck another boat's series purely to help a friend or teammate.

The bar is high. A boat can only be penalized if it is clearly established that the principles of sportsmanship and fair play were broken, and an honest mistake is not enough. The penalty is a disqualification that cannot be discarded (DNE). Misconduct off the water, or by people rather than boats, is usually handled under rule 69.

Common misreadings

"Breaking a rule is unfair sailing"

Breaking a rule and then taking your penalty is normal racing. Rule 2 is about knowingly breaking the rules or behaving dishonestly.
