"Rule 61.2 is changed so that…" is a valid change; "normal protest rules apply with modifications" is not. Adding to or deleting from a rule counts as a change. Racing rules change only under rule 86, class rules under rule 87, prescriptions under rule 88.2, and NoR and SI rules under rule 89.2(b) and rule 90.2(c).
