RRS 2025–2028 · Part 2, Section D

22 Capsized, Anchored or Aground; Rescuing

Avoid, if possible, a boat that is capsized, anchored, aground or helping someone in danger.

A boat in one of these situations cannot be expected to keep clear, so everyone else must avoid her if they can. A boat is capsized when her masthead is in the water, and she counts as capsized until she has regained control.

Rule 22 is not a right-of-way rule; it is an obligation on the other boats. Because Section A does not apply while rule 22 applies between two boats, a capsized starboard-tack boat does not have right of way: the issue is simply whether the other boat avoided her when it was possible.
